IHEU speaks out at the UN on Dalits and the Tsunami

Mr Chairman,
Monsieur le President,

The International Humanist and Ethical Union would like to again bring to the attention of the Commission the plight of what is undoubtedly the world’s largest specific group suffering systematic discrimination and denial of human rights: the Dalits or “untouchables” of India. And we wish to remind the Commission of the scale of discrimination, violence and abuse to which these people are exposed every day of their lives.

L’union internationale humaniste et laique souhaite a nouveau attirer l’attention de la Commission sur la situation critique de ce qui est, sans aucun doute, le plus grand groupe au monde souffrant de discrimination systematique et de denigation des droits de l’homme : Les Dalits et les Intouchables aux Indes.
Nous souhaitons rappeller a la Commission que ces personnes sont exposees tous les jours de leur vie face a la discrimination, la violence et l’abus.

Dalits represent about 17% of the population of India, some 170 million people: equal to the combined populations of the Holland, Belgium, France and Germany. As Mr Goonesekere stated in his working paper to the sub-commission: [E/CN.4/Sub.2/2001/16] these people
“.. have inherited a life of burdens and few rights, a life of continuous discrimination, a life without dignity. They are ruled by traditions that are hundreds, and even thousands of years old, traditions that cannot be justified today.”

Les Dalits representent environ 17% de la population indienne, soit 170 millions de personnes equivalant a la population de la Hollande, Belgique, France et Allemagne reunies. Comme Monsieur Goonesekere le mentionne dans son rapport a la sous-commission (E/CN.4/Sub.2/2002/16) ces gens :
” ont herite d’une vie avec un fardeau et peu de droits, une vie de discrimination continuelle, une vie sans dignite..Ils sont gouvernes par des traditions qui existent depuis des milliers d’annees, traditions qui ne peuvent se justifier aujourd’hui. ”

Every year in India some 15,000 atrocities against Dalits are officially reported, but sadly, the vast majority of cases go unreported because of intimidation and violence against those who dare to complain. Despite the very considerable efforts made by the government of India to address this problem through legislation and affirmative action programs, deep-rooted attitudes have hardly changed and too little has been achieved. The problem is not legislation but implementation. The laws are quite simply ignored by the higher castes, by those in power, and by the police.

Chaque annee, en Indes, environ 15’000 atrocites contre les Dalits sont officiellement signalees, mais malheureusement, la majorite des cas ne sont pas rapportes par peur de reprisailles. Malgre les efforts considerables effectue par le gouvernement indien pour regler ce probleme a travers la legislation et des mesures affirmatives, les attitudes ont pratiquement pas change et trop peu a ete realise. Le probleme n’est pas la legislation mais l’action. Les lois sont simplement ignorees par les hautes castes, par ceux au pouvoir et par la police.

As just one example, we have received reports from one of our member organizations in India [1] and from the National Campaign on Dalit Human Rights [2], of discrimination against Dalit victims of the recent tsunami disaster. The coastal areas of southern India are inhabited by both Fisherfolk and Dalits, each in their separate, segregated communities. The reports include many cases of Dalits being excluded from general relief camps; Fisherfolk preventing Dalits from receiving relief materials including food and clothes; and Government officials failing to provide assistance to Dalits, failing to provide medical care, failing to record deaths, and to register missing persons or losses suffered by Dalits.

Juste un exemple: nous avons recu des rapports d’une de nos organisations membre aux Indes (1) et la Campagne Nationale des Droits de l’Homme des Dalit (2), concernant les recentes victimes du Tsunami.
Les regions cetieres du sud de l’Inde sont habitees et par les pecheurs et par les Dalits, chacun dans des communautes separees. Les rapports nous informent qu’il y beaucoup de cas ou les Dalits sont exclus des camps mis en place, les pecheurs les empechent de recevoir du materiel de secours comme de la nourriture et des habits. Les representants du gouvernement ne remplissent par leurs devoirs d’assistance aupres des Dalits, ils negligent de leur apporter des soins medicaux, ils negligent de prendre acte des morts et d’enregister les personnes disparues ou perdues.

We welcome the appointment of special rapporteurs to prepare a comprehensive study on discrimination based on work or descent. We respectfully urge the Government of India to co-operate fully with the special rapporteurs, and to recognize that the aim of the international community is not to condemn India, but to help solve what is surely one of the world’s most intractable problems. The NGO community stands ready to help in any way it can.

Nous sommes reconnaissants de la designation de rapporteurs speciaux pour preparer une etude detaillee sur cette discrimination. Nous conseillons vivement le gouvernement indien de cooperer entierement avec eux et de reconnaitre que le but de la communaute internationale n’est pas de condamner l’Inde mais de les aider a resoudre ce qui est surement un des problemes les plus insoluble au monde. La communaute des ONG se tient prete a aider au mieux qu’elle peut.
