General Debate Item 9

Thank you Madame President.

The Durban Declaration calls for coexistence, and for open societies where free debate is encouraged and no one belief is superior.

States must tolerate criticism and embrace the expression of diverse views and beliefs, including what may be perceived as offensive.

In Egypt, While President Al-Sisi vows to build a civil state and encourages the modernization of the religious narrative,[1]his justice minister defends “blasphemy” laws[2]  used to persecute atheists, religious reformists and critics.[3]

Silencing moderate voices in religious discourse only strengthens the position of extremists and regressive forces that have politicized religion throughout the recent decades.

In recent years, multiple atheist thinkers have been persecuted, some like Ahmed Harkan were banned from travelling and forced into hiding due to the violence.[4]

Nigerian humanist Mubarak Bala has been detained since April last year, and charged with ‘provoking public disturbance’ through posts on his Facebook page deemed to have “blasphemous” content.” The peaceful expression of his beliefs has led to the full force of a repressive criminal justice system being applied against him. After being held without charge for over a year, he is now being denied access to medical treatment.[5]

We urge Nigeria and Egypt to uphold their commitments under the Durban Declaration by repealing their laws which effectively shield religion or religious institutions from criticism, and which are too often instrumentalized to selectively prosecute minorities, free thinkers, and those with non-mainstream views.
