The congress considering that it is of the highest importance for each state in particular, and for human society in general that each individual should be able to accede to any function (profession) to which he feels attracted, and for which he is particularly fitted, is of opinion that it is necessary to offer to each and all adequate economic opportunities to develop their aptitudes at all educational levels and in all specializations of teaching.
