Addressing Visa Barriers to Global Humanist Participation

Humanist New Zealand proposes that future Humanists International General Assemblies be held on a rotating basis in countries where visa requirements do not pose an undue burden on attendance. This proposal is rooted in the core humanist values of equality, inclusivity, and global cooperation.

Background

During the 2018 General Assembly in Auckland, Humanist New Zealand witnessed the challenges faced by humanists from Africa, India, Pakistan, and Nepal in obtaining visas. Significant legal and logistical hurdles were encountered, and some individuals were ultimately unable to attend. This experience highlighted the exclusionary impact of visa barriers on humanist communities from certain regions.

Rationale

The international humanist community is strengthened by diverse perspectives and experiences. Excluding individuals based on their nationality or passport diminishes the richness of our dialogue and hinders our collective efforts to advance humanist values worldwide. Humanists from developing countries offer unique insights into pressing societal issues, such as rising fundamentalism and the persecution of non-believers. Their voices are essential in shaping a global humanist movement that effectively addresses these challenges.

Resolution

Humanists International shall make two changes to the bidding process to take account of potential visa challenges faced by delegates from the global south and elsewhere:

  1. Humanist associations placing bids to host the General Assembly or World Humanist Congress must include a mandatory statement as part of their bid regarding visa accessibility, taking account of current or anticipated legal, political, or other potential barriers to attendance.
  2. When assessing bids to host the General Assembly or World Humanist Congress, the Board should strongly take visa accessibility into account alongside other relevant factors. The Board should consider proposals on how to score or otherwise assess or weigh up applications in a fair way.

The precise wording and details of any process changes should be developed by the staff team and approved by the Board, and reported on at the next General Assembly.
