Maximum world wide supply (1966)

Whereas all the products and primary productive equipment and facilities which can be made available are not sufficient to meet all the world’s needs, the Board of the International Humanist & Ethical Union at its Congress held in Paris, France, July 1966, formulates the following proposal to maximise world wide supply.

The IHEU recommends to the heads of all national governments the establishment of an International Plan calling for participation of all countries without exception in the creation of an International agency to co-ordinate and to allocate all export availabilities on a world wide basis. Projections of five year periods would be contemplated. This would involve the mobilisation of all primary productive facilities throughout the world.

The international agency would be charged with the equitable allocation of such availabilities based upon priorities established by it. These would be subject to domestic and international financial facilities co-ordinately arranged.

The objective of this plan would be to activate and maximise all effective productive facilities to eliminate idleness of any such equipment and to allocate these on the basis of claimancy evaluation and criteria determined by said International agency, and with the co-operation of all interested NGOs.

The application of this principle of allocation was successfully adopted by the USA in the administration of its Land Lease program during World War II during which period it was the primary resource of all allies and friends.
