The Board of the International Humanist & Ethical Union being vividly aware of the prolonged and appalling sufferings of the people of Vietnam,
Alarmed for the prospects of world peace if the outcome is to be the victory of overwhelming military might,
And without wishing to discuss the various elements which have led to the present situation asks all the interested parties to make the necessary effort for a return to peace,
And urges a cease fire, both in North and South Vietnam; negotiations of differences by the parties to the fighting, under international auspices; adherence by all sides to the Geneva Convention of 1949 regarding war prisoners and civilian populations, and replacement of outside forces of any kind by an international police force until a government chosen by the people of Vietnam is firmly established.
